Zhiyuan Zheng
Legal and taxation expert, former lecturer at the National University of La Matanza in Argentina, a well-known Chinese political leader in Argentine society, and a vocal advocate for minority rights in major media outlets. He has long served as a tax advisor to Xinhua News Agency in Argentina. In 2019, he assisted in establishing the Argentine subsidiary of China National Chemical Engineering and supported lithium mining development projects in the northern region. He has helped multiple companies handle tax disputes and worked with teams on environmental disputes related to mining operations, providing legal and tax advisory services for Chinese enterprises expanding overseas. He also served as an advisor to campaign committees at various levels of Argentine government in 2019 and 2023, and co-founded the magazine Tercera Posición in both years with Peronist presidential candidate Sergio Massa, where he published numerous articles.

Jiawei Zhang
Professor Jiawei Zhang holds master’s degrees in International Trade and Business Administration, as well as a PhD in Law. He has served as a professor and doctoral supervisor at top-tier business schools in China. In addition, he has held executive positions, including President and CEO at major state-owned enterprises and corporations, where he successfully led strategic transformations and the execution of large-scale projects.
Following his executive career, Professor Zhang turned his focus to investments in cutting-edge technology, supply chain optimization, and real estate, consistently demonstrating exceptional capabilities in execution and interdisciplinary integration. He has been a visiting scholar at prestigious institutions such as the University of Cambridge, University of Toronto, Chiba University, and the University of Buenos Aires, with research focused on strategic planning, business models, and supply chain management.
Currently, he serves on the board of several companies, offering strategic guidance to global initiatives and fostering business innovation and cross-sector collaboration.
Dr. Rodrigo Dulsan
Lawyer from the National University of Mar del Plata, specialized in land law and urban planning. He served as Legal and Technical Secretary of the Municipality of Villarino, where he promoted the creation of the Urban Planning Code and the Municipal Land Bank. Since 2016, he has been an advisor on land and real estate regulation for the Municipality of Bahía Blanca, a member of the Housing and Habitat Commission of the Province of Buenos Aires, and an advisor to the Bahía Blanca Port Management Consortium, participating in projects such as Amazon’s entry into Argentina.
Dr. Gaston Rey
PhD in Environmental Sciences, with experience in the Ministry of Environment of Argentina, where he contributed to environmental knowledge dissemination among mining companies.
Weiming Shao
Former professor at the National University of La Plata, with nearly 30 years of experience in the taxation field. He has provided tax compliance and advisory services to numerous international and Chinese companies, including Xinhua News Agency. In 2023, he supported presidential and legislative election campaigns alongside current Minister of Security Patricia Bullrich.
Tim Zhang

Founder and CEO of Dowill Holding, Managing Partner of Canwill Fusion Fund in Canada (established in collaboration with Silicon Valley’s Fusion Fund). A graduate of the University of British Columbia and the Guanghua School of Management at Peking University, he has extensive experience in private equity and venture capital. He specializes in cross-border financing and resource integration, with a focus on financing structures and investment in commercial, residential, and senior housing real estate projects. He has led international investment and family wealth management projects between China and Canada, fostering strategic cooperation between companies from both countries.
Dr. Gonzalo Iparraguirre
PhD in Anthropology from the University of Buenos Aires, with extensive experience in public and private development projects. He has advised national and provincial agencies and served as Secretary of Development in Tornquist, where he led strategic and regional development plans, including the construction of two wind farms (AES 200MW and PCR 100MW). In the private sector, he has worked on wind energy projects, social and cultural impact assessments, integrating anthropology into public planning and organizational transformation with a focus on balancing well-being and productivity.
Pablo Ariel Montero
Surveying Engineer from the National University of the South, specialized in urban planning, land management, and real estate regulation. He served as Director of Cadastre for the Municipality of Villarino, promoting the Urban Planning Code and the Municipal Land Bank. Since 2016, he has advised the Municipality of Bahía Blanca on land and property matters, is a member of the Housing and Habitat Commission of the Province of Buenos Aires, and an advisor to the Bahía Blanca Port Management Consortium, participating in projects such as Amazon AWS’s “Project Tango.”
